I just had a 5hp tecumseh do this same thing, had a 2400 pump on it, started on 2 pulls, idled great, with the pump off it ran 3700 all day long, put the pump on, add water, add a hose. It sounds like a sloppy governor arm in the top of the block, it makes em run good under no load but it deflects under a load and the engine slows down.

I checked the governor where it went in the block and the block had oblonged the hole. Ill check on that stuff for you. I'll have to look, but I dont think so. I know it will run whatever speed I want it to - if i adjust the throttle stop speed it will run 3800+, it doesnt try to slow it back down to 3600 I know that much. I'm pretty sure it holds the throttle wide open until the engine starts tho, ill check that again.
I did notice it is missing the long skinny spring that runs between the governor arm and the carburetor, but I dont think thats the issue really. I replaced the carburetor with a brand new one today with no change. . . . . .
